Step 1: In a stove-top pan, place 1 C milk and 1 C half-and-half on a low heat. **Half-and-half can be substituted with another C of milk; hot chocolate will be less creamy.
Step 2: Slowly pour in 1 C white chocolate chips and stir until chocolate has completely melted. Do not let milk mixture come to a boil.
Step 3: Once chocolate has melted, add drops of blue food coloring and stir.
Step 4: Set hot chocolate aside to cool down. Take the small bowl and pour 1/4 C sugar and 2-3 drops blue food coloring in. Mix together.
Step 5: Take rims of glasses into sugar until getting preferred amount of sugar on cup.
Step 6: Pour hot chocolate into glass.
